Mr. Kejriwal the time has come to perform or resign

In response to my previous post, Raghav Chadha, the spokesperson of AAP has tweeted: "Sir, Arvind Kejriwal doesn't have the powers to dismiss Najeeb Jung". This was retweeted by Arvind Kejriwal.
I cannot make head or tail out of what Raghav Chadha has tweeted, or what he meant. I had never said that Arvind Kejriwal should dismiss, or has power to dismiss Najeeb Jung.
In my previous post I had said that the minister responsible for the water logging in Delhi along with the senior officials concerned should be dismissed immediately by Arvind Kejriwal.

Obviously, this meant that Arvind Kejriwal should recommend to the Lt Governor to dismiss the minister and officers concerned. Surely Arvind Kejriwal as the Chief Minister can make this recommendation to the Lt. Governor, whether the Lt. Governor accepts it or not.
The AAP government of Delhi cannot keep evading its responsibility in providing civic amenities to the people of Delhi. The recent massive water logging in Delhi causing traffic jams and other problems has resulted in immense hardship to the people of Delhi. Even the US Secretary of State, John Kerry was stranded.
Why did the AAP government not get the drains of Delhi cleared so that the rain water may go out and not cause water logging? Did they not know that this is the rainy season, and rains comes every year, and unless there is a proper drainage system there is bound to be water logging?
The Delhi government has also to be held responsible for not controlling diseases like Dengue, Chikungunya, etc which have claimed several lives and is spreading in Delhi.
Arvind Kejriwal and his associates must stop this habit of blaming the Lt. Governor for everything. If he is of the view that the Chief Minister is nothing and the Lt. Governor is everything, then Kejriwal should, if he is honest, resign from his post along with his cabinet. Why is he then drawing the salary of Chief Minister and why are his Ministers and MLAs drawing their salaries if they are nothing ? Why are they occupying official houses and using cars if they are nothing ?.
Although, I had praised some good things the AAP government had earlier done in Delhi like Mohalla Clinics, lowering electricity and water prices etc., but now my opinion like that of many others, has changed and I think Kejriwal is just avoiding taking any responsibility for his failures by resorting to the blame game of blaming the Lt. Governor for everything.
Mr. Kejriwal, it is now time to tell you frankly. The people of Delhi want performance from you, as you had promised during the Delhi Assembly elections, and not non-performance by giving excuses. Either perform or resign and get out.
