The Chief Justice speaks in Urdu


१९६६ में इलाहबाद हाई कोर्ट का शाताब्दी समारोह हुआ , जिसके मुख्य अतिथि भारत के तत्कालीन राष्ट्रपति डॉक्टर राधाकृष्णन थे

समारोह में कई अन्य प्रतिष्ठित अतिथि भी उपस्थित हुए जैसे भारत के मुख्या न्यायाधीश , सुप्रीम कोर्ट के अन्य न्यायाधीश, कई हाई कोर्ट के मुख्य न्यायाधीश , विदेश से आये अतिथिगण आदि

यह समारोह कई दिन तक चला
२७.११.१९६६ को समापन समारोह हुआ I उस मौके पर हाई कोर्ट के तत्कालीन मुख्या न्यायाधीश चीफ जस्टिस नसिरुल्लाह बेग की तक़रीर का एक छोटा सा अंश :
हाजरीन जलसा
जिस वक़्त मिस्टर जस्टिस काटजू ने मुझसे कहा कि मैं अपनी तक़रीर उर्दू में करूँ, अंग्रेजी में न करूँ, तो मैं हैरत में पड़ गया कि उन्होंने मुझसे ऐसा क्यों कहा ?
लेकिन जब मैं बोलने खड़ा हुआ और मजमा हज़ारों का अपने सामने देखा, तो मुझे यह एहसास हुआ कि उनके इस कहने का मतलब क्या था I
मेरी समझ में यह आता है कि जो दिल की बात होती है आदमी अपनी ही जुबां में अच्छी तरह अदा कर सकता है I दूसरी जुबां में कितनी ही महारत हो लेकिन ख़ुशी या तकलीफ में जो बात पहले निकलती है वह अपनी ही जुबां में निकलती है
यहीं वह जुबां है जिसमे माँ अपने बच्चों से मोहब्बत में बातें करती है I यही मादरी जुबां है
लेहाज़ा मेरी समझ में अब आया कि यही वजह थी कि काटजू साहेब ने अपनीं जुबां में मुझसे तक़रीर करने को कहा
In 1966 the Allahabad High Court celebrated its centenary. The Chief Guest in it was the the then President of India, Dr. Radhakrishnan. There were several other dignitaries who attended the celebrations, including the Chief Justice of India, several Supreme Court Judges, Chief Justices of many High Courts, and even foreign dignitaries. The celebrations continued for many days.

On 27.11.66 the valedictory function was held, in which the then Chief Justice of Allahabad High Court, Justice Nasirullah Beg gave a speech. A small portion of the speech is given below
:
" Distinguished people in the audience,
When Mr. Justice Katju told me that I should give my speech in Urdu, not in English, I was bewildered as to why he said this.
But when I stood up to speak, and saw the crowd of thousands of people before me I realized why he said that.
What I understood was that a person expresses the voice of his heart best in his own language. Whatever may be the prowess of another language, but when one wants to express his happiness or sorrow, his voice emerges first in his own language. This is the language in which a mother speaks lovingly to her child. This is the mother tongue.
So I understand now why Justice Katju asked me to speak in my mother tongue. " .
