India and Pakistan

Just as Prime Minister Vajpayee's acclaimed Lahore bus visit and the Lahore Declaration in February 1999 was followed by the Kargil war in May the same year, so also Prime Minister Modi's recent Lahore visit, with all its bonhomie, hoopla and fanfare has been followed by the attack by militants on the Pathankot Air Force base, and later by the attack on the Indian consulate in Mazhar-e-Sharif.

There are many people who want improvement of relations between India and Pakistan. They say that if France and Germany can live as good neighbours after long years of animosity, why cannot we ?
In my opinion such people are living in a fool's paradise, and they forget certain basic facts.

Pakistan was created by the Britishers as a theological state on the basis of the bogus two nation theory, that Hindus and Muslims are two separate nations,so that Hindus and Muslims keep fighting each other, and thereby two aims of Westerners are achieved

(1) Our subcontinent remains weak, and does not emerge as a modern industrial giant, like China, of which it has now all the potential with our huge pool of engineers, technicians, scientists, and immense raw materials, and our economy does not become a big rival to Western industries.

(2) India ( of which Pakistan is really a part ) keeps spending billions of dollars on arms purchases from Western arms manufacturers, money which could and should have been spent on the welfare of our people to reduce poverty, unemployment, malnourishment, lack of healthcare, etc.

So all this talk of ' improving ' relations between India and Pakistan is humbug and cant. There can never be good relations between India and Pakistan becuase if there are good relations beteen the two, the very raison d'etre of Pakistan will disappear.

How was Pakistan created ?

For this we have to delve into history.

Up to 1857, there were no communal problems in India.  All communal riots and animosity began after 1857. No doubt even before 1857, there were differences between Hindus and Muslims, the Hindus going to temples and the Muslims going to mosques, but there was no animosity. In fact, the Hindus and Muslims used to help each other like brothers; Hindus used to participate in Eid celebrations, and Muslims in Holi and Diwali. The Muslim rulers like the Mughals, Nawab of Awadh and Murshidabad, Tipu Sultan, etc were totally secular; they organised Ramlilas, participated in Holi, Diwali, etc. Ghalib’s affectionate letters to his Hindu friends like Munshi Shiv Naraln Aram, Har Gopal Tofta, etc attest to the affection between Hindus and Muslims at that time.

In 1857, the ‘Great Mutiny’ broke out in which the Hindus and Muslims jointly fought against the British. This shocked the British government so much that after suppressing the Mutiny, they decided to start the policy of divide and rule (see online “History in the Service of Imperialism” by B.N. Pande). All communalism after 1857, artificially engineered by the British authorities. The British collector would secretly call the Hindu Pandit, pay him money, and tell him to speak against Muslims, and similarly he would secretly call the Maulvi, pay him money, and tell him to speak against Hindus. This communal poison was injected into our body politic year after year and decade after decade.

In 1909, the ‘Minto-Morley Reforms’ introduced separate electorates for Hindus and Muslims. The idea was propagated that Hindi is the language of Hindus, while Urdu of Muslims (although Urdu was the common language of all educated people, whether Hindu, Muslim or Sikh in large parts of India upto 1947). The RSS and Hindu Mahasabha were created by the British to spread hatred of Muslims, and Muslim League was created by them to spread hatred of Hindus ( the Congress party was also created by the British through their agent A.O.Hume, and its leadership later taken over by their agent Gandhi, who ensured that the genuine independence struggle initiated by Bhagat Singh, Surya Sen, etc was diverted to a harmless non violent direction so as not to harm British interests ) ). The Aligarh Muslim University and Benaras Hindu University were set up to further this communal divide. All this vicious propaganda resulted in the partition of 1947, which created a fake, artificial theocratic nation called Pakistan.

Nation states arose in Europe around the 16th century because of the rise of modern industry. Modern industry, unlike feudal handicraft industry, requires a big market for its goods and a large area from where it can get raw materials.

The creation of a state based on religion destroys the very basis of a nation, because it cuts off industries from markets and raw materials.

British imperialism created India as a big administrative unit. The British policy was to prohibit the growth of heavy industry in India; otherwise, the Indian industry, with its cheap labour, would have become a powerful rival to British industry.

When the British left India, they divided us so that we may keep fighting each other and remain backward and weak, and not emerge as a modern powerful industrial state (for which we have now all the potential), and a market for their arms industries. This was the real reason for creating Pakistan.
I submit that Pakistan was doomed from its very inception; firstly, because there is such tremendous diversity in our subcontinent that only secularism can work here, and secondly, because a modern nation cannot be based on religion (because this will cut it off from its markets and raw materials).
If this theory, that religion can be the basis of a nation, is accepted then logically England should be partitioned into at least about 8 states. The majority in England are Anglican Protestant Christians, but there are many Scottish Presbyterians and other kinds of Protestants, Catholics, Hindus, Muslims, Jews, etc. Similarly, France has a sizeable Muslim population (descendants of North African Arabs belonging to the former French colonies in North Africa) and Germany has many Turks.. The French and German Muslims, and people of other religions too, should then be given  separate states (if the two nation theory is accepted as valid ).

Anyone can see that this will create chaos. Hardly any country can survive if this theory is accepted because in almost every country there are people of different religions. And in the Indian subcontinent secularism is all the more vital in view of the tremendous diversity here (because the Indian subcontinent is broadly a country of immigrants, as I have pointed out in my article 'What is India' on my blogjusticekatju.blogspot.in and in the video on the website kgfindia.com ).

We can see the result of creating a theocratic state (Pakistan) in which chaos and religious extremism is prevailing so that many people cannot lead normal lives. Apart from the minorities (Hindus, Christians, Sikhs, etc), Ahmadis, Shias, etc are also persecuted, and intolerance and terrorism is the order of the day. In India, too, certain vested interests thrive on communalism. So secularism is the only policy which is suitable to our subcontinent.

I am confident that with passage of time people, both in India and Pakistan, will realise the truth in what I am saying, and India and Pakistan ( and Bangladesh ) will reunite under a strong, secular government which does not tolerate religious extremism, whether Hindu or Muslim, and crushes with it with an iron hand.

Secularism does not mean that one cannot practice his religion. It means that religion is a private affair, unconnected with the state that will have no religion.

What is Pakistan ? It is Punjab, Sindh, Baluchistan and NWFP. All these were part of India since Mughasl times.

When I meet Pakistanis, we speak in Hindustani, we look like each other, share the same culture, and feel no difference between ourselves. We were befooled by the Britishers into thinking that we are enemies, but how much longer must we remain befooled? How much longer must blood flow in religious violence in Quetta, Karachi, Gujarat, Kashmir etc..?

Those who oppose the idea of reunification say it is only a pipe dream. But when Mazzini proposed unification of Italy his idea too was initially regarded as a pipe dream, but this dream became a reality later under Cavour and Garibaldi. Germany was united by Bismarck.

Many people say that we were divided in 1947, and much water has flown since then. But Germany was united in 1990 after being divided for 45 years. Vietnam was united in 1975 after being divided for 30 years. China has not yet recognized Taiwan, though separated from it since 1945.

Many people say that we cannot unite because there is too much religious extremism on both sides. I submit that this extremism is largely artificially created, and will subside once we are reunited under a strong secular government which does not tolerate it. Most people want to live in peace and harmony.

I do not expect reunification in the immediate future, particularly since those who have divided us will not let us easily reunite. But reunification is an idea whose time has come, and this idea must be spread by all patriotic people

The coming Bihar elections

Although I have a poor opinion of the AAP. I had predicted their overwhelming victory in the February, 2015 Delhi Assembly elections, and I was proved right.

Now I predict an overwhelming victory for the JDU-RJD alliance in the coming Bihar Assembly elections to be held when the term of the present Assembly expires in November 2015. This is despite the fact that I have called the alliance unprincipled. Let me give my reasons.

In most ( though not all ) states in India, including Bihar, voting is done broadly on the basis of caste and religion, as vote banks.

The exception to this is when there is a wave, when voting cuts through caste and religious barriers. For example, the 'Garibi hatao' slogan created a wave in favour of Indira Gandhi. Similarly, on the assassination of Indira Gandhi, there was a sympathy wave in favour of Congress.

In the May 2014 Lok Sabha elections, there was a ' Modi wave '. This was for two reasons, a positive and a negative. The positive factor was the 'vikas' slogan given by Modi, which created an impression that million of jobs will be created. This attracted the Indian youth, whose voting age had been reduced to 18 years, and they voted en masse for Modi, cutting through caste and religious lines. The negative factor was the disgust the Indian people felt towards th\e Congress when scam after scam was exposed.

Within nine months of May 2014 this wave had totally dissipated, as the jobs were not there, and the Indian youth realized that they had been taken for a ride and left in the lurch. So in the February 2015 Delhi Assembly elections, the same BJP which had won all 7 Lok Sabha Delhi seats, was almost wiped out.

Now let us come to Bihar.

In the May 2014 Lok Sabha elections BJP won almost all Lok Sabha seats. But, as I had said earlier, that was because there was a Modi wave. Now there is none. So voting will now be done on the traditional caste and religious basis.

The upper castes ( brahmins, bhumihars, rajputs, kayasthas, etc ) will broadly vote for BJP. But they are collectively only 17-18% of the population. Since Ram Bilas Paswan and Manjhi have allied themselves to BJP, another 7-8% SC votes can be added to that. So the tally reaches a maximum of 25-26%.

On the other hand, the RJD-JDU alliance, coupled with the 17-18% Muslims who will vote solidly against BJP ( thanks to love jihad, ghar wapasi, beef ban, and the vitriolic speeches of Mahant Adityanath and Sadhvi Niranjan Jyoti ), is almost sure to get about 75% to 80% of the 243 seats in the Bihar Assembly, in view of the caste and religious combination in their favour

A chart of the caste population in Bihar is given below :

Social engineering and alliance formation

Both the alliances- BJP led NDA alliance and Nitish Kumar-led alliance are trying social engineering. On 7 June 2015, Lalu Prasad Yadav announced RJD alliance with JD(U) for the elections. On 11 June 2015,Jitan Ram Manjhi announced his party Hindustani Awam Morcha alliance with BJP for the elections. In April 2015, Bihar chief Minister Nitish Kumar announced decision to include few more castes including Teli caste in list of Extremely Backward Class in Bihar In July 2015, Nitish Kumar announced 50 percent quota for OBC, EBC and SC/STs in all government contracts up to Rs 15 lakh. On 3 July 2015, BJP announced its seventh Morcha, called BJP OBC Morcha, keeping in mind the Bihar polls.

Castes of Bihar
Caste Population (%)
OBC/EBC 51% ( Yadavs -14%, Kurmis -4%, Koeris -8%,[32]
,( EBCs - 24% -includes Kushwaha-4%, Teli-3.2%)
Mahadalits* 10%
Dalits 6% (Paswans/Dusadh -4%)
Muslims 16.5%
Forward caste 15% (Bhumihar -6%, Brahmin-5%, Rajputs- 3%, Kayasth- 1%)
Adivasis(STs) 1.3%
Others 1% (include Christians,Sikhs,Jains)

As per, 2011 Census of India , Scheduled Castes constitute 16% of Bihar's 104 million population. The census identified 21 of 23 Dalit sub-castes as Mahadalits. They include Musahar, Bhuiyan, Dom, Chamar, Dhobi and Nat. Paswan caste was left out of the Mahadalit category. Adivasis (Scheduled Tribes) constitute around 1.3% of Bihar population. Tribals include Gond, Santhal and Tharu communities in Bihar.

Extremely Backward Class (EBCs) are also sometimes referred to as Most Backward Class(MBCs).

LK Advani: Khisiyani billi khamba noche

The man who by his relentless campaign for building Ram Mandir on the site of the Babri Masjid ( which meant demolition of the Masjid ), who gave the slogan ' mandir waheen banayenge ', who vitiated the whole atmosphere in India by his 'rath yatra' and other such gimmicks spreading communal hatred and poison, which no doubt gave electoral victory to BJP but polarised the whole country on religious lines, and led inevitably to the greatest tragedy after Partition---the demolition of the Babri Masjid---is now expressing his apprehensions that there may be another Emergency.

And all because he is not given any 'bhaav' in the party now and has been totally sidelined by his erstwhile chelas Modi and Jaitley.

It has truly been said " Khisiyani billee khamba noche "

Yoga and Suryanamaskar

The BJP led by Mr. Modi which won the Lok Sabha Election in May 2014, was  like the Roman god Janus, which had two faces, one looking forward, and the other looking backward. The forward looking face was called 'vikas', while the backward looking face was called ' Hindutva'. This was a beautiful combination, and a sure shot formula for victory.

The youth in India, seeing only the forward looking face, and thinking that this meant millions of jobs will be created for them by that superman with Alladin's magic lamp, voted en masse for Mr. Modi in the Lok Sabha Elections, and gave him a resounding victory

After the victory of the BJP, however, the dream was shattered for the Indian youth because they discovered there were no jobs ( see my blog ' The Dream has Evaporated ' in justicekatju.blogspot.in ). It was discovered painfully that the forward looking face was not a face at all but only a mask, and that the youth had been hoodwinked and taken for a ride.

In fact the BJP had, and has always had, only one face, that is, the backward looking face, which meant Ram Mandir, love jihad, ghar wapasi, 'haramzadas', beef ban, vandalizing churches etc. In other words, the BJP has only one agenda, and that is hatred of Muslims and Christians, and that is because BJP is really controlled by RSS, which is rabidly anti minority.

The BJP Govt. of India has really no solution to the real problems facing the country---massive poverty, massive unemployment, massive healthcare and education problems, massive malnourishment of our children, numerous farmers suicides, etc. So what can it do ?

It can only try to divert the attention of the people from their real problems to inciting communal tension and communal riots, the latest moves being seeking to make yoga and suryanamaskar compulsory in schools, the whole idea being to secure a vote bank.

In other words, find a scapegoat on whom the hatred can be directed. For Hitler it was the Jews who were responsible for all the ills of the German people, for BJP it is the Muslims and Christians.

Who is correct, Najeeb Jung or Kejriwal ?

In the present conflict between Najeeb Jung and Kejriwal several people have asked me for my opinion as to who is correct ?

My opinion is : Kejriwal is correct. Let me explain

1. Before coming to Article 239AA of the Constitution, the Government of NCT of Delhi Act, 1991, and the Transaction of Business of the Government Rules, 1993, we should first consider the matter from the historical perspective.

In ancient and  medieval times, the king was supreme. However after the Glorious Revolution of 1688, the principle of democracy and Parliamentary Sovereignty have been firmly established in England and elsewhere. Now it is not the king but the people who are supreme, and they excercize their 'general will', as Rousseau called it, through their representatives in the legislature.

2. What power, if any, does the British king now have ?

According to the eminent constitutional expert Walter Bagehot ( 1826-1877 ), as mentioned in his well known book 'The English Constitution', the British King still has 3 rights :(1) the right to be consulted, (2) the right to encourage, and (3) the right to warn. But apart from these very limited rights, he has to act in accordance with the advice of the Council of Ministers.

3. In Shamsher Singh vs. State of Punjab, A.I.R. 1974 S.C.2192 a 7 Judge bench of the Indian Supreme Court held that the President and Governors in India are like the British King. In other words, they have to act on the advice of the Council of Ministers, and not on their own discretion. This was the legal position even before the 42nd Amendment of the Constitution which amended Article 74 by adding the words " who shall act on the advice of the Council of Ministers ". Thus, the 42nd Amendment only clarified the law, and did not change it

As explained by the Supreme Court in Shamsher Singh's judgment, the expression ' aid and advice ' is only a term of art, and it does not mean that the President or Governor has any discretion in the matter. He has to act according to the advice given by the Council of Ministers, and this is obvious once it is realized that we are living in a democracy, where people rule themselves ( through their elected representatives ). The President of India and the Governors are only formal heads, like the British King

4. It is true that Delhi is not a full fledged state, and certain powers e.g. relating to police and land, are with the Central Government.

However, Delhi is also not a Union Territory, after the 69th Constitutional Amendment which introduced Articla 239AA. Unlike a Union Territory, it has a legislature and a Council of Ministers.

Article 239AA (4) of the Constitution says " There shall be a Council of Ministers with a Chief Minister at the head to aid and advise the Lt. Governor in the excercize of his functions in reference to matters with respect to which the Lt. Governor has power to make laws, except insofar as he is, by or under law required to act in his discretion "

The expression ' aid and advise ' has to treated as a term of art, as held by the Supreme Court in Shamsher Singh's case, and not literally, otherwise democracy will be subverted.

Article 239(6) says that " The Council of Ministers shall be collectively responsible to the Assembly ".. This provision incorporates the principle of democracy that the people rule themselves, through their elected representatives. The stand of Mr. Najeeb Jung is thus totally untenable.

Mr Najeeb Jung claims that he has the authority to appoint officers of the Delhi Government at his discretion, while Kejriwal claims he does not. Assuming that there is some legal uncertainty on this matter, the democratic way of resolving it is that we accept Mr. Kejriwal's view, because he is an elected functionary, and head of a democratically elected body, while Najeeb Jung is not.

It is evident that Najeeb Jung is behaving like His Master's Voice. Like Faust, he has sold his soul to a Mephistopheles

The Real Nature of B.J.P.

The Bhartiya Janta Party has nothing to do with Hindutva or Hinduism. Its leaders have no real idea about the great Hindu intellectualism, the great real achievements of our ancestors in the fields of physics, mathematics, astronomy, medicine, grammar, law, interpretation, etc ( see my article ' Sanskrit as a language of Science ' in my blog justicekatju.blogspot.in and on the website kgfindia.com ).

These achievements of our ancestors were acknowledged, praised and emulated by the Arabs, who then passed them on to the Europeans, e.g. decimal system, etc in mathematics ( Aryabhatta, Brahmagupta, Bhaskar, etc ), plastic surgery in medicine ( Sushrut ), etc

Instead, B.J.P.leaders  make false boasts that we knew head transplant surgery, genetic engineering, aeronautical engineering, nuclear science, etc in ancient times, which dilutes the real great achievements of our ancestors, and makes us a laughing stock before the whole world ( see my blogs ' Mixing the true with the untrue ' and ' Making us a laughing Stock ' ).

The real and only ideology of B.J.P. is hatred for minorities. And it flourishes only when there is communal tension.

India is a country of great diversity ( see my article ' What is India ' on my blog and kgfindia.com,) and therefore inciting hatred between communities is anti-national, as India cannot survive even for one day without secularism and giving equal respect to all religions, castes, lingual and ethnic groups and regions.

Congress : The End of the Road : Not with a Bang, but a Whimper

Congress Party is fighting for survival in Delhi. Dalits, minorities etc have gravitated to AAP. So Congress vote bank has become zero.

I met 3 senior Congress leaders at a wedding lunch recently. The 3 were all cabinet ministers in the UPA government, and are now back in legal practice, earning a lot of money ( one of them admitted to me that  he is charging Rs 30 lacs per day for appearing in Court ).

I told them that Congress will never revive as long as Sonia and Rahul Gandhi remain its leaders. Sonia and Rahul are totally discredited. Scam after scam was taking pl,ace during UPA rule, not of crores of rupees, but of lacs of crores. What were they doing ? They were at the helm of affairs at that time. Surely they would be knowing where all this loot has gone.

 They smiled, but said nothing.

The Delhi Assembly Election

After Narendra Modi's rally yesterday ( 10.1.2015 ) at the Ramlila ground in Delhi, I am convinced now that the AAP is going to get a clear majority in the Delhi Assembly elections next month. This is for two reasons :

(1) Despite all out efforts by the BJP which is in power in the centre to bring huge crowds to the rally ( by reportedly hiring 2300 vehicles and even bringing homeless people by offering them food ), there was a poor turnout, leaving many empty seats, which is said to have angered the party leadership.

According to the estimate of the Delhi police, only 35,000 people attended the rally ( see today's 'The Hindu', page 4 ), as compared to 1.35 lacs in Modi's Delhi rally in September 2013.

The reason for this poor attendance seems to be obvious: in the 7 months since the BJP came to power in the Centre, people have seen through the emptiness of the magic mantra 'vikas', which won the Lok Sabha Election for it in May 2014.

There was a time when wherever Modi went there were massive crowds. Those days are gone, as people have seen their high expectations dashed completely. The millions of jobs which were impliedly promised in the name of 'vikas' are not to be seen anywhere, and most businessmen ( except a handful close to Modi ) are very worried.

(2)  Modi's speech was basically negative : attacking Kejriwal as an anarchist who should join the naxals, etc.

Thus Modi seems to have himself realized that the slogan 'vikas' no longer works.

In an earlier post I had mentioned that to win an election something positive has to be offered which the people want.

While Kejriwal is offering something positive i.e. lowering of electricity tariff and bills, and abolition of water charges for the lower segments, etc. which Delhiites are very concerned about, Modi is indulging in only negative talk ( personal attacks on Kejriwal). Of course Modi also spoke of giving 24 hours electricity to Delhi people, but that was more to counter Kejriwal's agenda, and nobody believes it.

Kejriwal is an impulsive and impatient man, but he is basically honest, and will learn from his mistakes. People of Delhi believe that his good points outweigh his bad points, and have forgiven him

To Madam Sonia Gandhi

Madam,
You would be aware that lacs of crores ( not just crores ) of rupees of money was looted from India in various scams, e.g. Commonwealth Games scam, 2G scam, Coal Block scam, etc. etc. Every week or two during UPA rule there was some fresh scam.
I am sure that you are an honest person, and so are your family members, but having been Chairperson of the ruling UPA and Congress President when this loot was going on, can you throw some light as to where it has gone ?
People of India are anxious to know, because when the loot is recovered each citizen will get Rs. 15 lacs, as promised by Modiji

The Delhi Assembly Elections

I have a feeling that precisely for the reason why BJP got a majority in the Lok Sabha election 2014, AAP may get a majority in the Delhi Assembly election, 2015.

The reason is this : people in India want a positive dream to go for, like the children following the Pied Piper of Hamelin.

When Indira Gandhi gave the slogan ' Garibi Hatao ', her opponents had no positive dream to counter this, and so people voted in droves for her party. Similarly when Modi gave the positive  slogan ' Vikas ', the Congress had no positive slogan to match it.

Now AAP has given the positive slogan of 'Honesty' and reduction of electricity and water bills, while BJP has no positive slogan to match it. Evidently the 'people have seen through the ' Vikas' slogan, and have realized it was empty gas. Muslims, of whom there are a large number in Delhi, will as usual, vote for the strongest non BJP party ( and after 'ghar wapasi' and 'haraamzade' they will vote en bloc ). Since Congress has given a walk over by retaining the discredited Sonia and Rahul Gandhi as its leader, that leaves only AAP.

It is another matter that after AAP comes to power ( assuming it does ) people will soon get to know that they were only sold a dream, and that there is no substantial change. But that realization will come only later. At present there is a positive dream presented by AAP ( while BJP has none ),and people are likely to go for it.

However, I may be wrong in my assessment.

A Welcome Move: Invitation to Nawaz Sharif

The invitation by Mr. Modi to the Pakistan Prime Minister to attend the oath taking ceremony should be welcomed.

All well meaning people should want good relations between India and Pakistan. We are both poor countries. About 75% people in both countries suffer from poverty, hunger, unemployment, and lack of health care and good education for the masses.

We both presently spend huge amounts on our armed forces. If we have good relations this huge amount of money can be spent on eliminating the abovementioned socio-economic evils and on welfare programmes. If, however, we fight with each other we will continue  to spend huge amounts on armaments ( presently both India and Pakistan are among the 5 top purchasers of arms in the world). India's 2013-14 defence budget was Rs. 2 lakh crores (over $40 billion) of which over 41% was for buying new weapons.

The test of every system is whether it is raising the standard of living of the masses. Poverty, hunger, unemployment, disease, etc have no religion or caste. Therefore India and Pakistan should collaborate in eliminating our massive socio-economic evils, rather than fighting with each other.
